The convention will be shortened this year, due to the upcoming California LP convention to be held here in San Diego in February (see below). Included will be: dinner and business meeting, elections, presentation of award for Attorney of the year, and a brief speech by Richard Rider.

Dinner and program: $30 plus $4 parking
Dinner is spinach salad, chicken and vegetables, coffee or tea, and mousse.
Time: 6-10 P.M.: Dinner will be served as close to 6 as possible, so arrive by 5:45 p.m.

 Well, if you are reading this then the lights must work, the government-run post office must still be delivering and we must have survived Y2K. Congratulations!!  If you aren't reading this because the world ended then I must now be wasting my time by writing it.  Oh, well.

 The new millennium starts with an electoral campaign.  Good old former Governor Pete Wilson insisted on moving the election to March, forcing our candidates to collect signatures during the holidays.  Despite this hardship, we have a full slate of candidates.  I want to thank and congratulate all of those who worked so hard to get themselves and others on the ballot.

 We also have a full slate of propositions to vote on.  These votes are crucial since they will affect taxes, spending and freedom.  Locally there are three school tax measures that must be defeated: Oceanside, Cardiff and Cajon Valley.  Please make sure you turn out to vote.

 Also on the agenda is the ballpark initiative. Proposition C was passed authorizing $225 million in welfare to rich baseball team owners but that is not enough for the statists.  Cost overruns now total at least $74 million (probably more by the time you read this) but politicians are convinced that voter approval of $225 million equals voter approval of $299 million.  I guess they figure Proposition C was a blank check.  Golding & Company must assume that even $10 billion would be OK.  They live in a dream world where there is zero cost to government subsidized "fields of dreams."  Luckily we live in the real world, and we will be active in campaigns to bring them back to it.

 So we are off to a busy start in the year 2000.  Please participate as much as you can.

Daley Ranch

 We'll be hiking a few of the trails in Daley Ranch, which is next to Dixon Lake in Escondido. The total distance will be about four to seven miles, depending on how far we want to go. We last visited Daley Ranch in December 1997.

 DIRECTIONS: Take I-15 north and exit at El Norte Parkway, on the north side of Escondido. Go east about four miles and turn left onto La Honda Drive. Follow La Honda drive all the way to the entrance to Daley Ranch, where we will meet (Thomas 1110 C3).

 The nominal starting time is 10:00 AM. I will be at the parking area by 9:45, and at 10:15 we will hit the trail.

 There will be the usual optional meeting at an ice cream parlor after the hike. Call 619-289-1212 for the latest weather information. Wear sturdy hiking shoes and suitable clothing and take water, lunch and sun protection. Take a camera if you wish. Call or send e-mail if you have questions.

Senator's Son gets Lenient Treatment for Drugs: What Are Friends For?
Morgan Grams (21 year-old son of Senator Rod Grams of Minnesota) and a 17-year old friend were found with 10 bags of marijuana in their vehicle. Despite that Morgan was already on probation for drinking and driving, he was not held. The deputy gave him a ride, in the front seat of an unmarked police car, back to the hotel where he had been staying. But Willie Wichman, the 17-year-old friend, was arrested for drug possession and served 40 days in a juvenile detention center. (Editor’s note: Morgan Grams was subsequently charged with two misdemeanors)

Woman Faces Penalty for Rescuing Animals
When Tropical storm Floyd struck, flooding out thousands of people, Lorraine Zdeb rushed to the aid of friends, neighbors and strangers and took in nearly 100 of their pets. "Animals were dying; people were calling me in tears, hysterical that they didn't want to abandon their pets, begging me to come get them" said Zdeb, a professional pet sitter. For her trouble, Zdeb was issued a summons for violating the borough's zoning ordinance by operating a temporary animal shelter. She could face a fine of $1,000.

U.S. Used Human Guinea Pigs
A new book The Plutonium Files: America's Secret Medical Experiments by Eileen Welsome documents government abuses. From the early 1940's into the 60's, the armed forces, the Atomic Energy Commission and collaborating universities and hospitals administered nuclear experiments to thousands of unsuspecting or poorly informed Americans - some of them unharmed, others badly damaged and few helped. These experiments included 18 subjects injected with traces of plutonium and several hundred pregnant women given drinks of radioactive iron at a university clinic.

Father of Plutonium's Diaries Kept by Government
Dr. Glenn Theodor Seaborg, creator of plutonium, died in the spring of 1999 at the age of 86. He had worked on the Manhattan Project to build an atomic bomb, along with Robert Oppenheimer and others. When the bomb was built he was among the Manhattan scientists who put their names to a letter to president Truman asking that the Japanese be given a demonstration - and a chance to surrender - before the device was used on a city. Their plea was rejected. Glenn Seaborg had kept a diary since the age of 14. When he left the Atomic Energy Commission, he showed the security people the diaries he had kept while he worked for the commission. They cleared them, except for small deletions. In 1985, however, a different group of spooks took an interest. His diaries disappeared into the government maw and when returned to Dr Seaborg were massively defaced. The pages removed included such sensitive material as a description of his children's games at Halloween, and an account of a holiday in the English Lake District. It was a shabby way to treat a distinguished scientist.

Update on Rental Tax Lawsuit

Summary:  California Supreme Court takes up relevant case from Los Angeles.

 Just before our appellate brief was due, we noticed that the California Supreme Court had decided to review Los Angeles Apartment Owners Association v. City of Los Angeles.

 The LA case is related to our case as both have to do with property taxes, fees, and charges made illegal by Prop. 218. Earlier, the appellate court found that that the lower trial court had erred when it ruled for the City, and ordered that the lower court reverse with directions to file a new ruling in favor of the plaintiff Apartment Owners and ruled the tax illegal.  The City of LA appealed to the Supremes.  On the last day possible, they decided they would take the matter up.

 This doesn't look good. 

 If the Supremes overturn the appellate court they might be setting a precedent in our case here in San Diego. There is also the possibility they will consider it and then rule in our favor...but if they were going to do that, why even bother reviewing it?

 My attorneys tell me that this will be the very first case before the Court testing Prop. 218.

 There is also the possibility that the court will not be setting precedent...when the appellate decision for the LA case came down we gleefully declared that case as a precedent for our case here in San Diego.  The City of San Diego, on the other hand, poo poo'ed that and said, in their papers against us, that the LA case depended on totally different factors and therefore was NOT precedent.

 Well, ok...so if the Supremes decide against us, we will say we agree with our opponents; that the LA case is NOT precedent. More later.

LNC GOALS 2000

       The following are the goals for 2000 adopted by the Libertarian Party National Committee at its meeting of 11-12 December 1999 ("core" goals indicated by "***"):

*** To achieve 50 state plus DC ballot access for the presidential ticket, either on a party or independent basis.

  * To field at least 2000 candidates for all levels of office, running for both partisan and non-partisan offices.

*** To field at least 218 candidates for the U.S. House.

  * To develop and approve a completely revised Program that our Congressional candidates can support no later than the March LNC meeting.

  * To purchase at least $1 million worth of television and other public media advertising and measure the response.

  * To break even on the convention, excluding fundraising from the banquet.

  * To complete initial development of and launch the new Internet site no later than 11 March.

  * To retain party ballot status in 28-31 states.

*** To achieve a minimum of:        while striving to achieve: 
    39000 paid members         50000 paid members 
    46000 contributors            60000 contributors    }by June 30
    50000 paid members         80000 paid members 
    60000 contributors          100000 contributors    }by Dec. 31

  * To achieve gross revenues of $5 million.

  * To provide 3000 person-hours of campaign and activist training at the national convention, state conventions, and other events.

  * To produce and distribute a half-hour television outreach program suitable for home viewing, public access television, or cable television, and measure the following:
     - the number of copies sold
     - the number of copies distributed for airing on public access   or cable channels
     - the number of copies given as a premium for contributions   solicited specifically to produce the program
     - the number of times aired using purchased time
     - the response to each outreach effort to the extent feasible

*** To end the year with an excess of cash over accounts payable of at  least $150,000.

  * To achieve the following targets for media coverage (not including presidential candidate appearances not arranged by the office):
     - average 130 media contacts per month
     - average 55 media interviews per month
     - produce and distribute 18 op-ed columns during the year
     - 24 TV appearances during the year

Note: The wording above is intended to convey the substance of the goals, but may not correspond exactly to the formal wording as adopted.

None of the Above

 The "none of the above" (NOTA) proposition on the March, 2000 ballot has been a controversial issue for us Libertarians.

 The LP platform supports NOTA, and we have that option in all our elections of officers.  If NOTA wins, then a new election is held, banning the candidates who lost to NOTA in the previous election.)

 The problem with the California NOTA initiative is the toothless nature of the measure.  Even if NOTA wins, it has no effect on the election -- the next highest vote getter wins the election. The bogus NOTA option will have a negative effect on the Libertarian Party.  It is likely we will suffer a significant drop in vote totals as people who would vote Libertarian as a protest vote will now vote NOTA.  It will make it VERY hard to get the required 2% minimum vote in a statewide election to maintain ballot status.

 The state LP has endorsed the initiative (I don't know the vote count).  In Region 37 (San Diego County), we unanimously voted (15-0) to OPPOSE the initiative.  Most of the people at that vote agreed that they would support a REAL NOTA option on the state ballot, even though the option would hurt the LP.  But we saw no sense in supporting a fake NOTA that would only damage our party's effectiveness.

 Perhaps the issue will come up again at the state convention.

RR NOTE:  Some good news, for a change!  The latest CA likely voter Field Poll (December) shows two dangerous initiatives rapidly losing support.  Prop 26, the repeal of the 2/3 requirement on school bonds, now has only 43% of the voters supporting it, down from 59% in October.  The "none of the above" toothless prop, which would be devastating to the LP vote totals, had support drop to 36% from the 49% support it received in October Let's keep those trends going.

 We are still looking for more volunteers to work on the project to recruit, into the Libertarian Party, certain writers of letters to the editor. These letter writers would are the ones who have been taking the time to express their unhappiness with some facet of government which coincides with Libertarian principles. Here is what we have and what we need:

 One or more additional persons to clip or download these letters from the various periodicals. Phyllis Avery has been doing this for the North County Times, but she has asked for a replacement. We need this done for the Union Tribune, La Prensa and any other papers in San Diego County. Thomas R. Stott has taken charge of creating and adding to a database of the names from the clippings. The data base will produce the mailing labels.

Even though the vast majority of surveys don’t provide a Libertarian option, I did manage to glean a few on-going sites that DO (incredibly enough!).
